In fact, the reason this problem isn’t solved is simple, because the fines are very low. The act of attaching flyers without permission is the same as illegal street vendors. It is natural to be judged by the law because it is publicity without paying a fair price, but the law only punishes very low robberies.
If you look at Article 3 of the Misdemeanor Punishment Act, it is well known what happens when flyers are put up without permission.
Article 3 (Types of Minor Offenses) Paragraph 1 ▶ A person who falls under any of the following subparagraphs shall be punished with a fine of not more than 100,000 won, detention, or a minor fine.
9. (Illegal attachment of advertisements, etc.) A person or other person who has arbitrarily pasted, hung, or inserted advertisements, etc. on the house of another person or group, other man-made structures, cars, etc., or wrote, drew, or engraved letters or pictures A person who has recklessly moved, defiled, or damaged a signboard, other signs, or artificial structures of a company or organization, or a person who has scattered advertisements in a public place
Even if you are caught distributing thousands of flyers illegally and punished, the fine is only up to 100,000 won. Of course, the evangelism and miscellaneous merchants mentioned above are also subject to the same punishment, but for the same reason, they are not 100% eradicated.
